Parking Permits
Starting August 1, 2024, Parking Permits for the 2024-2025 academic year can be purchased for $150.00! No first year/freshman residential students (living in university housing) are allowed to park on any University property. As of December 22, permit prices drop to $75.00 and expire July 31, 2025.
Parking Rules and Regulations
At 草榴社区, our parking rules and regulations are in place to ensure safe and efficient parking on campus. By parking here, you agree to follow these guidelines. Parking areas are assigned to prioritize safety, convenience, and to protect university property. Please be aware that parking on campus is at your own risk. It's important for students and employees to understand and follow these rules. Not knowing them isn't an excuse for non-compliance.
- Campus Definition: When we mention "Campus" in these rules, we mean all areas of 草榴社区, including the Almeida Complex and parking lots.
- Parking Permits: The Department of Public Safety Traffic Control Office sells parking permits for $150.00 each to authorized individuals. Undergraduates can have one active permit each academic year. You need a new permit every year. You need a valid driver鈥檚 license, vehicle registration, liability insurance, and a current safety inspection sticker. Resident and commuter students get their permit during Fall semester check-in or from the Main Entrance Information Center the next business day. Graduate & Law students have permits sent to their address. Half-year permits are available for study abroad or December graduates. Refunds are given at the end of the first semester.
- Non-Transferable Permits: Permits are only for the vehicle they're issued to and cannot be transferred.
- Parking at Your Own Risk: When you park at 草榴社区, you accept any risk involved. The university isn't responsible for theft, damage, or loss of vehicles or belongings left inside. We only give permission to park; we don't take responsibility for your vehicle's safety.
Visitor Parking
- Lots 11 (behind Rec Center, closest to turf field) & 1 (Admission/Alumni House) are for visitors only and are off-limits to all students and employees.
Permit Requirement
- All university-affiliated cars need a $150 parking permit on the lower left corner of the front windshield.
- Cars without valid permits may be fined $100+ or towed.
- Students can't get permits for other students' cars.
- Visitors need a one-day parking pass from the main gate, valid only on the issue date.
Unregistered Vehicles
- Cars without permits and three or more citations may be booted or towed.
- Owner must pay fees to release the vehicle.
- Freshman students face $100 fines for violations.
- Unclaimed booted cars are towed after two days.
Enforcement
- Permit zones enforced 7am-5pm, Mon-Fri.
- Handicapped spaces, fire lanes, etc., strictly enforced at all times.
- Cars must move to designated areas before 7am on weekdays.
- Officers can issue citations 24/7.
- All rules apply during breaks and move-in/out periods.
Regulation Parking Space
- Each parking space is marked by white or yellow lines; double parking not allowed.
- No parking in areas blocking other vehicles, walkways, etc., subject to towing.
No Parking Zones
- Includes areas outside marked parking spaces, like yellow curbs, crosswalks, etc. No tolerance for parking here.
Fire Lanes
- Areas blocking emergency vehicle access, such as marked lanes or obstructing lots, not allowed.
- Violators fined $100+ or towed. If not parked between lines, considered in a fire lane.
Authorized Parking Areas
Permit Assignments
- Resident Students: Assigned orange permits (prefix 25RS) for Lots A, B, E, F, & G.
- Non-Resident Commuter Students: Issued green permits (prefix 25CS) for Lots A, B, C, and H.
- Law School and Graduate Students: Provided silver permits (prefix 25GS) for Lots A, B, C, D and H.
Parking Regulations
- Violators parked outside designated areas will be ticketed and/or towed at their expense.
- Short-term parking in Lot F (between Seabreeze and Tidewater) and other designated areas is restricted.
Guest Parking
- Guests must apply for a pass online via the student Hawklinks account and picked up at Public Safety Main Entrance or Public Safety Headquarters.
- Pass must be authorized by the students Community Director.
- Guests must park in the parking garage in North Campus (Lot A). Violations will result in fines or loss of privileges.
Motorcycle Parking
- Park in designated areas in Lots 3, D, or G or in any regulation spot in the students permit designated lots.
- Violators fined $30.00 and/or towed.
Load/Unload Pass
- Get a 20-minute load/unload pass from Public Safety Main Entrance or Public Safety Headquarters.
- Available 24/7. Violators may be ticketed upon appeal.
Handicap Parking
- Designated spaces available for those with state-issued handicap placards.
- Unauthorized cars fined $100.00 and/or towed. Fraudulent use results in a hearing with Student Conduct.
Courtesy Transports
- Available for medical necessity.
- Notify Public Safety in writing or via email.
Temporary Parking Passes
- Available at the Parking and Transportation office or Public Safety Headquarters.
- Free for authorized students using another vehicle temporarily. $10.00 per week for non-permit holders.
Dangerous or Hazardous Situations
- Notify Public Safety immediately if vehicle becomes disabled.
- Towed at owner/operator expense if causing a dangerous situation.
Winter Parking Ban Policy
- The Winter Parking Ban (WPB) is implemented due to the unpredictable weather in New England. It begins with the first "declared" snowstorm in November or automatically on December 1 and lasts from midnight to 7 AM until March 31 of the following year. Violating this ban results in ticketing and/or towing, with a fine of $100.00 assessed to the owner/operator's account.
Normal Winter Parking Ban (NWPB) Implications for Student Parking
- During the NWPB, from midnight to 7 AM until March 31, overnight student parking is allowed only in On-Campus Resident parking lots/spaces (Orange Permit required), A or B Lot (near Parking Garage), or the first or second level of the Parking Garage.
Extended Winter Parking Ban (EWPB) Implications for Student Parking
- If there's an expected snow emergency, an EWPB may be enforced from midnight to 7 AM, or extended as needed. During the EWPB, overnight student parking is permitted only in On-Campus Resident parking lots/spaces (Orange Permit required) like Lots C (near Bayside), Lot A (near Parking Garage), and the first and second level of the Parking Garage. Parking is prohibited in Lot G (near Stonewall and Willow Residence Halls) and Lots E & F (near Bayside Circle).
Prohibited Overnight Parking Lots or Spaces
- Students are not allowed to park overnight in Faculty, Staff, or Visitor parking lots/spaces, Inner Campus non-resident parking spaces, Lot H (Commuter or Lower Ferry Road Parking Lot), Lot D (North Lot or Law Student Parking Lot), or the Parking Garage roof deck or third level during the WPB (NWPB or EWPB).
Overnight Parking for Commuter or Graduate Students, Resident Commuters, Law Students, or Visitors
- During the WPB, overnight parking on the main campus is only allowed in the first or second level of the Parking Garage, then in A, B, or C Lots.
Leaving Vehicles on Campus during Break Periods or any Extended Time during the WPB
- Any permitted or registered vehicle left on campus for an extended period during the WPB must be parked in the first or second level of the Parking Garage and registered with the Department of Public Safety. This includes Athletic Teams, Students, Faculty, or Staff traveling during the WPB.
Parking Limitations
- Director of Public Safety may impose temporary parking limitations during special events or emergencies.
- Information may be announced via various channels or call extension 4400 for details.
- Parking Map Available for download/viewing for reference.
Event Parking Request
For the best service, we recommend that a Parking Request Form be completed at least 72 business hours before parking is needed and should be emailed to parking@rwu.edu. Space is available in lots 11 or Lot A (parking garage). Public Safety will approve requests on availability and notification will be given as to what parking area will be available.
Reserved parking is not normally available on weekends. Please submit requests for weekend parking services at least one week in advance.
Parking services have EVENT PARKING signs only. Any additional signage must be provided to Parking services at least 48 hours prior to the event and delivered to the main entrance of the campus.
Students may only request special parking through a faculty, administrator or staff member.
All guests should stop by the main entrance of the University for a visitor's day pass. Please send your visitor(s) a copy of or have them download the parking map.

草榴社区 has four ChargePoint stations on campus. ChargePoint is the world鈥檚 largest and most open EV charging network. As a , you can charge your EV vehicle here on campus while you're in class or studying.
Plug in at our charging station located by the Parking Garage, Lot D entrance or Fine Arts Building or at our Bay Point Conference Center in Portsmouth. We respectfully request that once your vehicle is charged that you move your vehicle to your proper permit designated parking spot.
